I played around with this for a few friendlies, but I wasn't able to come up with a way to go for it on every fourth down. The best you can do is go for it on 4th and 5 or less inside the fifty yard line.

And how many times have I seen a close game and a team punts on a 4th and 2 within 21 yards of the endzone?
