I do think QB is the right way to go with him. You asked about taking his tactical skills up to 8, but as far as my training is concerned I concentrate my QB training to vision. It's generally accepted that it's much more important for a QB to have good vision than good positioning. To take his vision from 4 to 8, would take approximately 25 training sessions(weeks) if you don't have any special coaches or the training hall.

What do you mean by special coaches,do you mean tactical coaches, as i've only been playing this great game from mid march.So just set his traing to Vision and watch it slowly rise,then hopefully the more i play him at QB the quicker he'll change position from LB to QB

Both of them are good. The first is the primary QB, the second is the backup.
16 vs. 20 intelligence and 10 vs. 20 consistency is not that big difference imho.
