It depends on your schedule, and who you're playing in friendlies to be able to determine how quickly you can raise the money to build. I always recommend doing the math.
And if you don't feel like doing the math, then wait until you can build them all.

To help with the math:
cost: $700 each
Weekly income: $110/2 = $55 (on average)
Weekly expense: $7
So, a VIP seat starts making you money after 14 weeks = 700/(55-7), sooner if you have more games at home during those weeks (friendlies & cup games).

I guess I could have been more helpful..
Aim for friendly games in stadiums with between 8k-25k seats that have as many VIP and exec seats as necessary(pm some owners and get them to commit to 4 or 5 friendlies in a row). This should assure you of at least, roughly 100k a week in friendly income. 2 or 3 more weeks and you should have enough money to buy full VIP seats on one side.
