Well, it depends on how low the consistency is. Even if it's 1, he'll reach a minimum ingame-rating of 4* when maxed out his skill-set.

In your division this is a rare one and with the current transfer market, you might don't get a fair price for him.

So, unless you have a team of 4,5* talents with high consistency, keep him.
