I just pulled a Youth Squad player: 16 yrs old; 10 intelligence; 4.5 talent ... 1 consistency.
Is this player useless? Would he sell for much at all?

If you are a high risk gambler, he might not be useless.
Selling him? Well, depends also on the physicals, height, skillset...
...but dont think he will go for 7-digit - not even close...

first you need to ask, is he potentially better than some of your players before deciding wot to do with him.

Not sure if this is good advice, but you could hide him at OG or DT. Can't hurt to have a high BPOS in there, and eventually his EXP will make him at least a viable injury substitute at OT or DE. Just don't train blocking or tackling so high he's not worth the cost at a low impact position. Of course, YMMV.

Nope, not useless at all, maybe not worth a whole lot, but far from useless..
Remember, a guy with 1 cons measured over a season will play just as good as one with 20 cons rating wise, he will just fluctuate alot.. Low cons doesnt make your player perform worse all the time, just gives him a chance to overperform or underperform by 20% where a 20 cons will always only be 100%, never 120% or 80% (or whatever in between )
Hope that makes sence.. So if you really care about cons, use him at a low impact position, if you dont, use him anywhere except QB, MLB, SF (too low int IMO)..
