North America only goes to DIV V, and I just saw that Europe goes all the way to DIV VI, just curious why

Any time a region's bottom division fills with human owned teams and has a waiting list to get in, there will be a new division created. Central Europe's Division V filled back in January/February, so Division VI was created for those on the waiting list.
