For me, intelligence would be too low, cons would be fine for QB.. But yeah, he could still be an ok QB, and if you havent got anything better just use him until you get someone better - but Id be looking to find someone more qualified at some point..
Of course a good punter is an advantage, but if you get a 3,5* talent, train him to 7 kicking/punting you'll be punting the same yards as the guy you just played and still not pay too much for it.. Id advice you to do that

As above. Punter is useful when offense is poor. Punter is useless when offence is good.

At lower levels, anyone is good for QB. But CON + INT will either make him a longer or short term player for your team. Low CNO + INT will mean you will need to replace him with someone better. But that could be many seasons away.

At your level, you need to concentrate on DL + OL + RB.
