For new team, this guy is most likely to be the best player in the team for a few seasons, if staying out of market. Most of the money should be used to build arena (first VIP, then exec, seats when needed). And the best player should be at QB.
He is halfway to become a franchise QB, so he'll make do for a while searching for the true prodigy. He's got talent and height, although his intelligence and consistency are a bit low (for a franchise QB), but he can still become a very good one.
For this long term plan training his passing, vision, footwork and agility to 10-12 levels would keep him busy for long enough to arena being built to support financially healthy team, before the final push to train for passing 20, if the true prodigy is not found by then.

Or train his speed up - and if you get above 18, then WR.

I have a kinda related question.
What do you do with a player who is 5'6"??? High INT, 4*Tal and high physicals.
