Most people think consistency.

All other skills seem to be irrelevant.

The first page of the stickied thread "What we know - Admin said" contains this from Admin:

"In certain areas (kicking & throwing comes to mind) high strength can (will) be a hinderance."

So when a kicker has his skills at an appropriate level it does no good to train him up in anything, I guess?

As monkey said, thats a comment on the new engine.. So strenght will probably be a factor then, so dont train it higher than 13..
