I have a guy with high talent (but not the best consistency) and 19 Speed and 15 Strength. Should I play him at OLB or Safety? Is 15 sufficient Strength for a LB?
Personally, I'd put him at safety, but I don't think there would be anything wrong with LB either. WR, TE, and CB would be possibilities as well I think.

Speed like that is too good to waste near the scrimmage line. If he's intelligent, he can be a safety, if he's not so smart, cornerback or even wide receiver unless you've already invested a lot in his tackling.

Although having said that, defensive ends with high speed and strength are awesome.

+1
I would go for this over DE unless he is also very tall and can pack on some pounds.
What is his Intelligence like, could influence where on Safety he could play

Safety without doubt in the current match engine, but it becomes more difficult with the new engine, since suddenly people might be able to run the ball and that should mean that linebackers might become really important. With that said I will aim at my linebackers having 18/17 or 17/18.

Looks like a pretty good free safety to me. At 6' 2", he should be able to pack on a little bit of weight to help with tackling as well.
