Seems like these guys are dropping the ball a lot...although I don't think it results in a turnover very often, but limits the return yardage.
What skill would prevents this -- is it carrying or catching in the case of KR/PR?

I doubt a Kr needs catching but based on what they said the KR/PR essentially needs Rb skills( carrying, bpos, (agility and strength too probably)) with a decent blocker on his side to prevent fumbles.
On a side note I think the offense blocks for Krs and defense for Prs
(so theoretially at least I think a defense with high blocking-allied skills would give you bigger Prs)

Actually, on special teams, I don't think they're using offense or defense to block. I think the KR/PR return the ball and the ST CB try to block the Gunners who are trying to tackle the returner. Those players, with the addition of either the punter or kicker are the only ones involved in the sim in a meaningful way...although it does seem like other get credit for ST tackles.

I agree with this, I think the sim goes to the gunners and STCB's and then depending on the outcome, either the gunner makes the tackle for a minimal gain or the STCB wins out and another team member randomly makes the tackle with anywhere from a minimal gain to a very nice gain. Last week I had a 54 yard return and it was not the gunner making the tackle there. The fumble just seems to have a rather high percentage roll and I'm not sure it's due to any particular skill
