The problem now, with 5 teams in each group, is that not all teams are guaranteed a game each week

Perhaps those teams without a match could arrange friendlies with each other.

The waiting teams can play against anyone they want when they wait. I couldn't make another group for the later starters because then there'd be a problem with the next phase.
