It reads like "Could effect the skills" but not more.

The Admins clearly states that Consistency effect skills and that there is a minimum of 1 and a maximum of 20, no matter if Consistency takes it lower or higher. So Consistency have to effect individual skills, which is in the end effect match rating, since they are part of the equation.
