Last season i send a PM after the voting started, and when the vote ended, every manager that won the votes, got their NT and i got Australia because nobody applied for the HC position there.

On Nov. 1, it was reported on the news page that applications for NT head coaches were being taken. To apply, you go to your NT page and click apply. Applications were accepted for 1 week, then voting took place. After 1 week of voting, the winners for each NT that had head coach applications were declared. At this point, if someone wants to coach an NT, they can send a message to admin through Contact Us. You can only become coach of a team that doesn't already have a coach at this point.
There is a minimum time in the game required to apply for head coach, but I believe you've met that minimum. Did you just miss the announcement and not apply?
