All teams have a chance to join it, it's been talked about throughout the forums and in the NA forums. Being a recruiter, I don't really feel like wasting my time going through division 4 and 5, sending well over a hundred messages, half of which won't be answered, quite a few going to inactive managers, others going to people who use friendly squads. Sending it to good teams usually ensures that they log in fairly often, and most of them answer. If I can only send so many messages, I may as well send them to the best ones who don't use the forum much. I know a few others have been recruiting lower division teams, and we have plenty who have come by themselves. Inviting somebody simply makes it easier for us to get the best squads who won't see these threads.
