the youth academy gives you more peope to chose from. without it, you have the choice between 2 payers. with it, you get to chose for 3-4 guys.(you can still only pick one). it also reveals one skill. either strenght, speed or agility.
imo, this is the last facility one should get, because i think it's the east important one. there's still lot of randomness e.g. you still have no idea about talent, canisitency, intelliegence, or teamwork of those players that you can chose from.

From the FAQ:

Youth academy increases the number of youth players available to you each week from 2 to 3. The players also have a chance to have higher starting skills than without this facility, though the skill distribution is still random. Academy also reveals 1 physical skill of the available players to you.

Upgrades will further increase the number of youth players available to you each week to 3 or 4 (depends on upgrade level), and the players can also be given a bit higher starting attributes (although this remains random at all times - just the possible maximum value increases with upgrades). Each upgrade also reveals 1 additional hidden physical attribute of the youth player to you.

ive done pretty well w/o a youth academy
been first in every league ive been in since DV, final 4 in regional cup last season and doing very well this season. ive maxed out vip and exec and i dont plan on getting a youth academy anytime soon. im gonna build up my stadium to max attendance before i touch the youth academy

using that youth academy money and going out to buy a new player will help you more
