Based on League level and Team Form, if I remember correctly, so at the start of the season it is always low, since Team Form is reset in the off-season.

It is more exciting for fans to watch a league match than watching a friendly. Team form only got influence on attendance.

this is what the FAQ say about attendance:

Team Form
Team form plays a big factor in the minds of the spectators. They are much more willing to come and root for their team if the team has a good league run and less willing to come when the team hits a bad streak.
- Team Postion
For every position above the last a team gets 1% more attendance. (For Example: a Team that is fifth will get 5% more attendance - calculated with the basic attendance, not the attendance modified by the team form or weather)

since it doesn't tell us an exact percentage of how many spectators we lose if we ost pur last couple of games, it makes me believe that it's not an exact number/percentage, but calculated a bit more randomly.
