Sounds like its going to take 3 times longer on average to get the extra level, but he'll get it eventually in case you continue to train it.

So if you don't get the extra level, does the training just flip or does the star change to red and you can't go further (hard cap like fitness skills)?

You'll get the extra level when you get 100th point for it.
