What do these talent stars really show us? How uncapped the player is or how fast he could be trained or smth else?

How uncapped they are. 5 star talent means they can reach 20 in every non fitness skill no matter what. 4.5 is a cap of 19, 4 is 18, etc.

Teamwork among other factors(coaching) decides how fast they are trained.
