Yup build VIP first and then Exec and finally after a couple of seasons regular seats. Weave the fitness hall + coach, training hall in between Thats how I do it.

It is the best to build VIP first, then Exec.

It is smart to build until you hit the attendance cap for regular games, around 60k for top division minus 6k for each level below

for the math itself

you example: cap on 1000 visitors

if 1000 VIP -> 1000 Vips seats are sold

if 1000 VIP and 1000 Exec and 1000 Regular -> 333 VIP, 333 Exec and 333 regular seats sold (+1 random)

if 1000 VIP and 2000 regular seats -> 333 VIP and 666 regular seats sold (+ 1 random)

Yes it is better to make all your VIP seats first, but once you get bigger and go up divisions you will be able to get attendance of 20K+ for league games, so make more money, but you should build your VIP seats first, I'm about to complete mine in 2 weeks, ready for next season.
