I have an O-Linemen with 16 strength maxed out.

Is that too low a final strength value for a linemen?

Should I switch him to Tight End if he's can attain decent speed? Other options?

It depends, does he have good blocking. If not I would switch his position.

you could try to see if his speed will go up to 15~16 and turn him into a DE or a tackle. TE isn't a bad idea either

That is a good idea, but the question is, does he have good tackling. You can't be a good Defensive Lineman without being able to tackle.

True, if he has a low tackle skill he won't be able to become a DE imediatly, but unlike Speed and strength, rasing a players tackle skill is just a matter of time

It will only depend on how soon he will the player on his starting squad

He has decent blocking (high 6), okay catching & tackling (mid 4's).

I think over 15 is usable as an OL. just hide him at guard and you should be fine.

You seem to have high standards for your lineman To me it only about strength. I would be very happy with a 16 strength OL as long as I worked his blocking/agility up depending on where I was going to play him on the line.

Also, my thought is there are diminishing returns as you get about 15 in a skill. What is the true game difference between 15 and 20? These are just thoughts...what do others think?

I don't know about diminishing returns -- I'm guessing not.

What if the average linemen for has a strength of 17 (not necessary now, but in a season or two when guys are fully trained). If your guy has a 15 or 16, you might be at a significant disadvantage. Things might get even worse against an above average linemen with strength of 18 or 19.

Just a guess though...
