Correct no cash for "Under Construction" Sections and cash from open sections

Would it be a smart move to build some in the middle of the season or just wait until the end of the season is coming and build then, and hope it's done by the beginning of next season?

As a starter you cant wait until offseason, you need to build immediately when cash is available

Construction only takes 2 weeks ... rotate around your stadium (focus on VIP and Executive first) gradually building until revenue is solid ... then can take a breather, save some cash, and build in larger blocks

depends the cunstruction time on how many seats you add? or is it allways X days no matter how many seats you add?
