Maybe it's idea to implement penalties in the match-engine.
Should't be very hard to do i guess.

For example:

Rotterdam Bashers get's a 5 yard penalty for roughing the passer by Thomas Klaver

Stuff like that

Players with more intelligence have fewer chance of getting a penaltie against them.
