The nationality of players has no effect on your team. It just determines which National Team they have the potential to play for.

Sometimes good players on the market don't receive offers because they are expensive to keep. They may only cost you $1000 or so to buy, but you'll likely have to pay $80,000 to $110,000 per week to keep them on your team. If a team's financial base isn't set up properly to handle this kind of payment, the team will go bankrupt quickly.
Teams with good financial bases may not be buying these players because they already have players nearly as good or better at those positions and don't want to pay the high salary for backups.
