You would have to not log in for over three weeks to allow your team to go bot. Then you'll be able to create a new team.

Keep in mind that their system seems to know where in the world you are located. You can't always just pick any country. I've known people who tried to pick a different country than they one they live in and the system wouldn't allow it. I've also heard of others who were successful in selecting another country. Some of those who were banned for cheating had multiple teams in multiple countries. I don't know how they worked around that.
But if you want a different country just to have your team in a different country, you may be botting your team for no reason. If, however, you have moved into a different country, then you should have no problem.
You could always use the 'contact us' at the bottom and ask their opinion. I don't believe they will just move your team, (I almost positive they won't) but they could bot your current team so you could rejoin much earlier than 3-4 weeks from now.
