If a player is at his maximum then he has 1 in 3 chance to gain a point/level.
If a player is at his maximum + 1 then he has 1 in 5 chance to gain a point/level.
If a player is at his maximum + 2 then he has 1 in 10 chance to gain a point/level.
If a player is at his maximum + 3 then he has 1 in 20 chance to gain a point/level.
For strength and speed, the only way to know for certain is to have a supporter account, or to track you training.
If you have full fitness coaches and fitness center and focus train on each of those two skills for about 3 to 4 weeks and the skill does not increase during that time, it's most likely capped.

saw that but that is pretty stupid way to cap skills so i tought that there must be something more elabarete....guess i was wrong...so if my player has 3.5 he cant have skill over 17...fun...

If the player has 3.5 talent he can reach 20. At least in theory.
That's why you only use players with at least 3.5 talent. These can reach 4.5 BPOS. For many positions 17-18 are enough. Until you need players with such high skills, many months will pass. Trust me.
At some point, the 4.5 talents come by themselves. Just enjoy the way there. Physicals are a lot more annoying, because these caps are random.
