Troy should be the starter, he won the job in the preseason, but for the freak illness....though Flacco has done what's asked of him

Gotta agree. Flacco did what he was asked as starter and earned the job. Can't just give the job back to Troy after that.

But, with he's too good of an athlete to keep off the field. Run the wildcat with him, put him at receiver a little, hell, try him at corner from time to time if you need him.
