Does only 1st place winner in each league get promoted? Any other way?

How does a team get demoted? Last place in league? Any other way?

Actually there is only way to get promoted: Win your league - make 1st place.
The last three places ( 8th, 9th and 10th) get demoted. Only exception: no demotion if you are already in the lowest division.

What's the tie breaker rule? Points for? Points Against? Versus the opponent? Home wins?
