I was reading the Help/ FAQ on training an I said that players with a talent of 10 could go up to 20 on their total stats? when I've been looking at players I have only seen ones that go up to five stars. does each half star count as one talent point so that one with five stars are actually talent 10?

Right, each star counts as two points or 0.5 stars as 1 point.

It's badly phrased in the FAQ,and it should be rewritten to avoid any further confusion.
