Only if you are playing the 'I will not pay maintenance for two weeks'-game.

Always build on the stand with the lowest number of seats in the class you are building. Unless you can max out one stand in that class.

So if you can afford 250 VIP seats and have stands with North =0, East=1000, South=400 and West=750 VIP seats, I would max out the West if I have two away games. If not two away games, build on North. Or save the money till you can max out South when you have two away games.

It all depends on you schedule and money.
