I believe so yes, but you have to pay the Signing-On fee again I believe? Not too sure on this one, but I think you just drop the boxes down to which level you would like and then click 'Hire New'. It's basically the same as hiring, just the other way around

Personally, I would keep your Staff as they are, unless they are Medical Staff.

You're better off upgrading your coaches. Ofcourse, I say this with a fully upgraded Fitness Centre and alot of backups...
