i am 2nd of a IVdiv. do i only get into the IIIdiv. when i am first?

Yes, only the first will be promoted.
and the last 3 team will be relegated in the V DIV

The higher divisions are loaded with bot-teams. Wouldn't it make sense and more fun for everybody to get up the next best teams as well?
